Position Details Title: Senior CAPPS HR Technical Analyst Location: Remote Duration: Long Term Employment Type: Contract
Key Responsibilities 1. CAPPS Recruit – Primary Technical Support
Provide primary technical support for CAPPS Recruit including creating, configuring, testing, and supporting all technical requests
Collaborate with software publishers and CPA''s Managed Services vendor to ensure system performance, reliability, continuous improvement, and innovation
Lead the transition of CPA''s CAPPS Central Recruit application from Oracle Taleo Talent Acquisition Suite (SaaS) to Oracle PeopleSoft Recruit including Talent Acquisition Manager and Candidate Gateway (TAM/CG) — extensive working knowledge of both products is required
Ensure CAPPS HR/Payroll Requirements, Procedures, Development, and Testing from the Managed Services vendor meet written procedures, coding standards, and the CAPPS System Development Lifecycle
2. WCAG Accessibility Compliance
Ensure all digital products and content meet WCAG 2.1 accessibility standards, maintaining perceivable, operable, understandable, and robust experiences for all users
Regularly review content for compliance and implement updates or remediation whenever accessibility issues are identified
3. Functional & Technical Design Oversight
Analyze business processes and current system workflows to assess ERP design fit
Review functional designs, specs, and integration documents to identify technical gaps
Evaluate upstream/downstream dependencies to ensure architectural alignment
Prepare technical scenarios and test cases to validate system behavior
Assess designs for performance, security, scalability, and data quality impacts
Provide concise technical feedback during design walks, highlighting risks and dependencies
Support design reviews to ensure accuracy and readiness for development and testing
Review developed code for compliance with CPA-defined requirements and validate code comparisons prior to migration
4. Agency Direct Data Access (ADDA) Support
Quickly learn and adapt ADDA to interface with agency-specific tools such as Tableau, Power BI, Oracle SQL Developer, and others as introduced
Collaborate with CAPPS analysts, Managed Services resources, CPA IT resources, and potentially 100+ agency resources
Offer specific, actionable recommendations to accommodate agency-specific requirements within CPA standards
5. Service Desk & Incident Management
Provide Level 2 Service Desk duties including ticket handling for complex issues, in-depth troubleshooting, well-documented analysis, and basic configurations
Work agency-submitted tickets relating to interfaces, configurations, SAML connectivity, and all related technical tasks across all agencies
Work all CAPPS IT-related tickets relating to IP listing, CPA EFT server connectivity, agency transfer files, batch failures, and all related technical tasks
Perform all work in accordance with ITIL principles and practices for IT service management (ITSM) and IT asset management (ITAM)
6. Compliance, Security & Audit
Plan, design, develop, implement, support, and maintain IT security measures to safeguard system information
Participate in annual SOC-1 attestation audits ensuring accuracy and security of all CAPPS information
Ensure all enhancements, process changes, or system fixes consider security, availability, processing integrity, confidentiality, and privacy
Participate in Disaster Recovery and Upgrade Testing activities
Perform all duties following CPA''s processes, policies, and procedures within project scope and on schedule
Required Experience
10 Years – Texas public sector experience, directly working for or supporting a Texas state government agency
10 Years – Experience performing technical activities in support of CPA application systems
10 Years – Experience creating and managing a strategic roadmap by combining strong planning skills, technical insight, and effective cross functional communication
10 Years – Experience preparing materials for and conducting executive-level presentations
10 Years – Experience performing technical project management activities in support of CPA''s CAPPS program
10 Years – Experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable
10 Years – Knowledge of data integration, data quality, and SDLC processes and methodologies
10 Years – Technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, Peoplecode, Application Designer, SQL, PS Query, SQR, Application Engine and Oracle 11 or higher
8 Years – Experience with IT service desk functions and ITIL framework methodologies
5 Years – Technical experience supporting a multi-tenant Oracle Taleo Recruit SaaS application for more than 40 state agencies
2 Years – Technical experience with at least 3 reporting tools such as Tableau, Power BI, or Oracle SQL Developer or similar products
1 Year – Technical experience in planning and transitioning more than 40 state agencies from Oracle Taleo Recruit SaaS to Oracle PeopleSoft Recruit applications (TAM/CG)
Preferred Experience
10 Years – Experience with software and hardware management industry best practices
10 Years – Experience developing technical specifications to support IT procurements
