HonorVet Technologies is seeking a highly experienced Senior CAPPS HR/Payroll Technical Analyst to support the Centralized Accounting and Payroll/Personnel System (CAPPS) Program for a CLIENT state government client. This is a senior-level consultative role requiring deep expertise in HR/Payroll ERP systems, WCAG accessibility compliance, and public sector operations.

Key Responsibilities 1. CAPPS HR/Payroll Program Support
Perform highly advanced senior-level consultative services and technical assistance in support of the CAPPS Program
Ensure CAPPS HR/Payroll Requirements, Procedures, Development, and Testing from the Managed Services vendor meet written procedures, coding standards, and the CAPPS System Development Lifecycle
Review developed code for compliance with CPA-defined requirements and validate code comparisons prior to migration
Work under minimal supervision, relying on experience and judgment to independently perform a variety of complex tasks
Ensure all digital products and content meet WCAG 2.1 accessibility standards
Regularly review content for compliance and implement updates or remediation whenever accessibility issues are identified
Coordinate testing efforts for compliance with CPA
Submit WCAG accessibility waivers as required by CPA
Actively track requests submitted to the vendor requesting resolution
Track system (CAPPS) coding/configuration once resolution is available
Renew waivers upon expiration if solutions have not been provided or installed
3. Functional & Technical Design Oversight
Analyze business processes and current system workflows to assess ERP design fit
Review functional designs, specs, and integration documents to identify technical gaps
Evaluate upstream/downstream dependencies to ensure architectural alignment
Prepare technical scenarios and test cases to validate system behavior
Assess designs for performance, security, scalability, and data quality impacts
Provide concise technical feedback during design walks, highlighting risks and dependencies
Support design reviews to ensure accuracy and readiness for development and testing
4. Service Desk & Incident Management
Provide Level 2 Service Desk duties including ticket handling for complex issues, in-depth troubleshooting, and well-documented analysis
Actively respond to and maintain customer ticket requests via CAPPS Service Desk including interface issues, IP listing, CPA EFT server connectivity, agency transfer files, and batch failures
Perform all work in accordance with ITIL principles and practices for IT service management (ITSM) and IT asset management (ITAM)
5. Compliance, Security & Audit
Plan, design, develop, implement, support, and maintain IT security measures to safeguard system information
Participate in annual SOC-1 attestation audits ensuring accuracy and security of all CAPPS information
Ensure all enhancements, process changes, or system fixes consider security, availability, processing integrity, confidentiality, and privacy
Participate in Disaster Recovery and Upgrade Testing activities
Perform all duties following CPA''s processes, policies, and procedures within project scope and on schedule
Required Experience
10 Years – Texas public sector experience, directly working for or supporting a Texas state government agency
10 Years – Experience performing technical activities in support of CPA application systems
10 Years – Experience creating and managing a strategic roadmap by combining strong planning skills, technical insight, and effective cross functional communication
10 Years – Experience preparing materials for and conducting executive-level presentations
10 Years – Experience performing technical project management activities in support of CPA''s CAPPS program
10 Years – Experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable
10 Years – Knowledge of data integration, data quality, and SDLC processes and methodologies
10 Years – Technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, Peoplecode, Application Designer, SQL, PS Query, SQR, Application Engine and Oracle 11 or higher
10 Years – Experience with CAPPS Central production and deployment for more than 100 agencies and 5 Hub instances
8 Years – Experience with IT service desk functions and ITIL framework methodologies
Preferred Experience
10 Years – Experience with software and hardware management industry best practices
10 Years – Experience with CPA''s legacy Statewide Financial Systems production support
10 Years – Experience developing technical specifications to support IT procurements
