Position Details Title: Systems Analyst Financials Location: Remote Duration: Long Term Employment Type: Contract
Key Responsibilities 1. CAPPS Program Support
Perform highly advanced senior-level consultative services and technical assistance in support of the CAPPS Program
Ensure CAPPS Financials Requirements, Procedures, Development, and Testing from the Managed Services vendor meet written procedures, coding standards, and the CAPPS System Development Lifecycle
Ensure all digital products and content meet WCAG 2.1 accessibility standards, maintaining perceivable, operable, understandable, and robust experiences for all users
Review developed code for compliance with CPA-defined requirements and validate code comparisons prior to migration
2. Functional & Technical Design Oversight
Analyze business processes and current system workflows to assess ERP design fit
Review functional designs, specs, and integration documents to identify technical gaps
Evaluate upstream/downstream dependencies to ensure architectural alignment
Prepare technical scenarios and test cases to validate system behavior
Assess designs for performance, security, scalability, and data quality impacts
Provide concise technical feedback during design walks, highlighting risks and dependencies
3. CAPPS Service Desk (BOSSDesk)
Maintain and support the CAPPS Service Desk Application including product configuration and administrative support
Maintain an ITIL-compliant service desk application and ensure it remains current with all approved configuration changes
Perform advanced troubleshooting and root cause analysis
Ensure integration and provide API support (TDIS)
Respond to reported incidents and monitor the system
Maintain technical documentation and knowledge management repository
4. CAPPS Hub Program Support
Participate in monthly meetings to ensure CACE compliance with CPA standards as outlined by Governance version 2.0
Create and deliver CAPPS CLIENT baselines to all CAPPS Hub agencies in a current status
Conduct quarterly baseline attestations
Provide Level 2 Service Desk duties including ticket handling for complex issues, in-depth troubleshooting, and basic configurations
5. Compliance & Security
Perform all duties following CPA''s processes, policies, and procedures within project scope and on schedule
Work in accordance with ITIL principles and practices for IT service management (ITSM) and IT asset management (ITAM)
Plan, design, develop, implement, support, and maintain IT security measures to safeguard system information
Participate in annual SOC-1 attestation audits ensuring accuracy and security of all CAPPS information
Participate in Disaster Recovery and Upgrade Testing activities
Actively respond to and maintain customer ticket requests via CAPPS Service Desk
Required Experience
10 Years – Texas public sector experience, directly working for or supporting a Texas state government agency
10 Years – Experience performing technical activities in support of CPA application systems
10 Years – Experience creating and managing a strategic roadmap by combining strong planning skills, technical insight, and effective cross functional communication
10 Years – Experience preparing materials for and conducting executive-level presentations
10 Years – Experience performing technical project management activities in support of CPA''s CAPPS program
10 Years – Experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable
10 Years – Knowledge of data integration, data quality, and SDLC processes and methodologies
10 Years – Technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, Peoplecode, Application Designer, SQL, PS Query, SQR, Application Engine and Oracle 11 or higher
10 Years – Experience with CAPPS Central production and deployment for more than 100 agencies and 5 Hub instances
8 Years – Experience with IT service desk functions and ITIL framework methodologies
3 Years – Providing full support for BOSSDesk or comparable ITIL compliant service desk application
Preferred Experience
10 Years – Experience with software and hardware management industry best practices
10 Years – Experience with CPA''s legacy Statewide Financial Systems production support
10 Years – Experience developing technical specifications to support IT procurements
