Serve as the primary ER resource for your assigned region, managing complex and varied employee relations issues across clinical and administrative staff populations
Conduct thorough, fair, and impartial workplace investigations including harassment, discrimination, retaliation, and policy violations
Synthesize complex situations into clear, actionable recommendations and resolution plans
Partner with legal counsel and the Director of HR Operations on sensitive matters requiring escalation
Document and track ER cases with appropriate confidentiality and rigor
Identify ER patterns and trends within your region and surface proactive recommendations to leadership
Act as a trusted advisor to clinic managers, district leaders, and operational staff on all people matters within your region
Coach managers through performance management processes, difficult conversations, and employee development
Leverage AI tools to support manager coaching — drafting performance communications, preparing talking points for difficult conversations, and researching compliance scenarios in real time
Translate complex employment law and compliance requirements into clear, actionable guidance for non-HR leaders
Build manager capability and confidence through hands-on support, informal coaching, and targeted training
Support workforce planning, role design, and headcount decisions in partnership with operational leadership
Partner with the Director of HR Operations on organizational design and structure as markets evolve
Proactively identify and implement initiatives that minimize employee relations issues before they arise
Reinforce Harbor Health culture and values consistently across all clinic locations within your region
Support culture harmonization efforts related to acquisitions and organizational growth
Conduct stay interviews, exit interviews, and pulse checks to understand the employee experience and surface improvement opportunities
Champion an inclusive and engaging work environment across all assigned clinic locations
Ensure consistent application of Harbor Health policies, procedures, and practices across your region
Partner with the HR Operations team on benefits, leave administration, and accommodations (ADA/FMLA)
Maintain current knowledge of Texas employment law and federal regulations including ADA, FMLA, FLSA, Title VII, and EEOC requirements
Support onboarding, offboarding, and the new hire experience for employees within your assigned markets
Track and analyze people metrics and ER trends for your region, surfacing insights and recommending proactive interventions
Contribute to Harbor Health People Operations projects, policy development, and cross-functional HR initiatives
Participate in People Operations team planning and represent your regional perspective in broader HR strategy conversations
Requirements
5+ years of progressive HR experience with significant, demonstrated focus on employee relations
Proven experience conducting workplace investigations and managing complex ER cases independently
Strong working knowledge of Texas employment law and federal regulations (ADA, FMLA, FLSA, Title VII)
Experience coaching and advising managers at multiple levels on HR and ER matters
Demonstrated ability to work independently with excellent judgment in ambiguous, fast-paced environments
Strong negotiation, influence, and conflict resolution skills
Ability to build trust and credibility quickly with diverse stakeholders — from front-line clinical staff to senior leaders
Strong organizational skills with the ability to manage multiple active cases and priorities simultaneously
