Project Scope
The consultant will support multiple functional initiatives, including:
- Payroll Journals / FSCM Integration
- Benefits Enrollment
- HR Optimization
- Rehire Tracking
- Leave Administration Optimization
- Employee Self Service (ESS)
- Fluid User Experience enhancements
Key Responsibilities
- Serve as the functional lead for multiple PeopleSoft HCM modules.
- Lead business requirements gathering sessions with HR, Payroll, Benefits, and Finance stakeholders.
- Configure and support:
- Payroll
- Commitment Accounting
- Base Benefits
- Benefits Administration
- eBenefits
- Core HR
- Leave Administration
- Time and Labor
- Absence Management
- Employee Self Service (ESS)
- PeopleSoft Fluid functionality
- Design and validate Payroll Journal integration between PeopleSoft HCM and FSCM General Ledger.
- Configure and support Commitment Accounting and labor distribution processes.
- Optimize HR business processes, including:
- Rehire processing
- Employee lifecycle management
- Leave administration workflows
- Support Benefits Enrollment events and annual Open Enrollment.
- Analyze California labor law requirements and translate them into functional system configurations.
- Prepare Functional Design Documents (FDDs), configuration workbooks, process documentation, and training materials.
- Support system integration testing (SIT), user acceptance testing (UAT), regression testing, and production support.
- Collaborate with technical teams on customizations, interfaces, reports, and data conversion activities.
- Provide production support and resolve functional issues across integrated HCM and FSCM environments.
Required Qualifications
- Bachelor's degree or equivalent experience.
- 8+ years of PeopleSoft HCM Functional consulting experience.
- Extensive experience with PeopleSoft HCM 9.2.
- Recent experience in Higher Education, State Government, or Public Sector environments.

- Experience integrating PeopleSoft HCM with PeopleSoft FSCM, particularly Payroll Journals and General Ledger.
- Strong understanding of payroll processing and financial integration.
- Experience configuring Fluid pages and Employee Self Service functionality.
- Experience leading business workshops and translating business requirements into functional solutions.
- Strong documentation, testing, and stakeholder communication skills.
Preferred Qualifications
- California public sector or Higher Education experience is highly preferred.
- Strong understanding of:
- California labor laws
- California leave policies
- California payroll regulations
- Public sector benefits administration
- Experience with:
- PeopleSoft Update Manager (PUM)
- HCM Implementations
- HCM Upgrades
- HCM Optimization initiatives
- Business process re-engineering
- Knowledge of Payroll Journal processing and financial reconciliation.
- Experience supporting large enterprise PeopleSoft HCM environments.
