Location: Brighton Park South (PACE Center)
Rate: (Based on skills and qualifications) $126,700- $162,200
Hours/Shift: Full-Time, Monday Through Friday, occasional evening or weekend work may be required
What is PACE?
PACE, or Program of All-Inclusive Care for the Elderly, is an alternative care model for those over 55 years of age living at home but meeting nursing home level of care which aims to keep participants living safely in the community. PACE is a collaborative, interdisciplinary approach which coordinates all levels of medical and social needs, including prevention, wellness, socialization, primary care, and access to specialists and other services.

Your Role & Impact
As a Director of Business Development, you’ll be a vital member of the care team contributing to the provision of high-quality, patient-centered healthcare. You’ll support clinical operations and patient care while also being responsible for building sustainable growth through ethical, compliant outreach, strong referral partnerships, and a high-performing enrollment pipeline. The Director ensures that older adults and their families, particularly within the Esperanza PACE service area and underserved communities, are engaged through clear, culturally responsive communication and supported through a seamless, compliant enrollment process.
Outreach and Enrollment Growth
- Identify high-opportunity referral channels across Panorama PACE service area
- Build and maintain a steady, high-quality referral pipeline to support predictable enrollment growth
- Create simple, compliant referral pathways that support timely, appropriate enrollment and strengthen referral volume.
- Oversee the full enrollment lifecycle—from referral and eligibility through intake and enrollment—while reducing drop-offs and strengthening participant and caregiver engagement.
- Lead outreach strategies across senior centers, housing communities, faith-based organizations, and community groups.
- Develop messaging that clearly explains PACE in simple, culturally appropriate, and trustworthy ways.
- Collaborate with marketing team on multi-channel campaigns (community events, print, digital, caregiver education).
- Ensure outreach materials are compliant with regulations, easy to understand, and emphasize PACE benefits of promoting independence, coordinated care, and caregiver support.
- Build and sustain strong partnerships with community-based organizations, hospitals and health systems, primary and post-acute care providers, home health agencies, social workers and case managers, and senior housing communities.
- Educate partners on how PACE improves outcomes and reduces caregiver burden.
- Guide staff to provide clear, supportive, and pressure-free education to potential participants.
- Collaborate with Esperanza clinic sites to increase internal referrals into PACE
Administrative Duties
- Develop and execute a multi-year growth plan aligned with census targets and financial sustainability.
- Analyze market dynamics, including demographic trends, service gaps, and competitor activity.
- Track and analyze key metrics, including referral sources, conversion rates, enrollment cycle time, census growth, forecasting, outreach effectiveness, and ROI.
- Use data to refine strategy and ensure long-term program sustainability
- Ensure full compliance with CMS PACE regulations (42 CFR Part 460), Illinois Department of Healthcare and Family Services (HFS) requirements, HIPAA, privacy standards, and prohibitions against inducements, pressure, or misleading communication as well as CMS PACE Marketing guidelines.
Requirements
What We’re Looking For
- Bachelor’s degree in business, marketing, public health, healthcare administration, professional clinical degree, or related field required
- Master’s degree preferred but not required
- 5+ years of experience in healthcare growth, outreach or business development
- 3+ years of leadership experience managing teams and growth performance
- Experience in one or more of the following: long-term care, managed care, Medicare / Medicare advantage, PACE (program of all-inclusive care for the elderly)
- Demonstrated success building referral networks and achieving growth targets
- Excellent verbal and written communication skills.
- Excellent interpersonal, negotiation, and conflict resolution skills.
- Excellent organizational skills and attention to detail.
- Experience using Customer Relationship Management (CRM) software.
- Experience presenting to a wide range of audiences with ability to adjust message from lay public to C-Suite/governing board
- Experience using data to drive strategy and performance improvement
- Bilingual Spanish preferred.
