The HSE Manager will be responsible for planning, implementing, monitoring, and continuously improving Health, Safety, and Environmental (HSE) management systems across the Mumbai Mother Dairy Dharavi Redevelopment Project. The role involves ensuring compliance with statutory regulations, client requirements, and company HSE policies while promoting a strong safety culture and achieving zero-harm objectives.
- Develop, implement, and monitor the Project Health, Safety, and Environment (HSE) Management Plan in accordance with client requirements and statutory regulations.
- Ensure compliance with applicable HSE laws, company policies, project specifications, and industry best practices throughout the project lifecycle.
- Conduct regular site safety inspections, audits, and compliance reviews to identify hazards and ensure timely corrective and preventive actions.
- Lead hazard identification and risk assessment (HIRA/JSA) for all construction activities and ensure effective risk mitigation measures are implemented.
- Review and authorize Permit-to-Work (PTW) for high-risk activities, including work at height, lifting operations, excavation, confined space entry, hot work, and electrical works.
- Investigate accidents, incidents, near misses, and unsafe conditions; perform root cause analysis and implement corrective actions to prevent recurrence.
- Develop and conduct HSE induction programs, toolbox talks, safety training, and awareness campaigns for employees, contractors, and subcontractors.
- Monitor contractor and subcontractor HSE performance and ensure compliance with project safety standards and contractual requirements.
- Ensure the availability and proper use of Personal Protective Equipment (PPE) and promote safe work practices across the project site.
- Coordinate emergency preparedness activities, including mock drills, evacuation procedures, fire safety, rescue plans, and first-aid arrangements.
- Monitor environmental compliance, including waste management, dust suppression, noise control, pollution prevention, and housekeeping standards.
- Ensure compliance with safety requirements related to scaffolding, formwork, lifting equipment, cranes, temporary works, and heavy machinery operations.
- Maintain HSE documentation, including inspection reports, incident records, training records, statutory registers, and audit reports.
- Prepare and submit daily, weekly, and monthly HSE performance reports, safety statistics, and compliance reports to project management and the client.
- Coordinate with project managers, consultants, contractors, and regulatory authorities on all HSE-related matters.
- Conduct regular safety committee meetings and monitor the closure of safety observations, audit findings, and non-conformities.
- Promote a strong safety culture through continuous engagement, coaching, and awareness initiatives across the project team.
- Support internal, external, and client HSE audits and ensure timely implementation of audit recommendations.
- Ensure compliance with ISO 45001, ISO 14001, and other applicable HSE management systems where required.
- Provide guidance to project teams on HSE best practices and recommend continuous improvements to enhance workplace safety and environmental performance.
- Perform any other HSE-related duties assigned by the Project Director or Project Manager.
