NMDPL: Navbharat Mega Developers Pvt. Ltd. (NMDPL) is a Special Purpose Vehicle (SPV) formed through a joint venture between the Government of Maharashtra and the Adani Group. It leads the Dharavi Redevelopment Project, aiming to transform one of Asia’s largest informal settlements into a modern urban hub with sustainable housing, infrastructure, and economic opportunities.
Job Purpose: The Lead - Regulatory & Approvals oversees the end-to-end coordination for all required project approvals, from initiation through completion. This role ensures timely submissions, budget tracking, and efficient resource utilization to obtain necessary permissions, facilitating uninterrupted project progress.
Lead Regulatory & Approvals
Team Leadership & Management:
Provide leadership and guidance to the liaising team to achieve timely approvals for projects.
Set team goals, monitor progress, and ensure effective collaboration across departments and stakeholders.
Establish weekly priority actions for the team, ensuring alignment with project goals and strategic timelines.
Train and mentor team members in best practices for government liaising and documentation.
Budget Tracking & Reporting:
Monitor and report all expenditures related to approval processes, providing budget forecasts and real-time expense updates to company leadership.
Develop budget estimates for each project approval phase to facilitate cost-effective planning, ensuring that approvals align with the company’s financial expectations.
Strategic Relationship Management:
Build and maintain strong, effective relationships with key officials.
Establish rapport with officials at all levels to ensure favorable and expedited processing of approvals and permits.
Engage with other critical government departments such as the Ministry of Environment, Forest and Climate Change (MoEF), Gujarat Pollution Control Board (GPCB), Irrigation Department, Electricity Board, Road & Building Department, Railways, ONGC/NHAI, and other relevant agencies for smooth approvals.
Documentation & Approval Management:
Oversee the preparation of various applications, including Old Tenure, Section 63, Non-Agricultural (NA) permissions, and ensure all documentation is complete and accurate.
Supervise the drafting of written correspondence, including formal letters and notices, primarily in Gujarati, for all communications with revenue offices and government authorities.
Ensure all necessary permissions, approvals, NOCs, and sanctions are obtained in alignment with project timelines and regulatory requirements.
Review and finalize all applications for approvals related to non-revenue and non-land activities as required for project readiness.
Organize records and maintain a tracking system for all active applications and approvals, ensuring internal teams have updated information on the status.
Compliance & Policy Monitoring:
Ensure compliance with all conditions attached to approvals, NOCs, and sanctions obtained for projects.
Conduct ongoing reviews of policies from relevant authorities and assess project requirements against these policies to ensure regulatory alignment.
Timely renew and extend relevant revenue approvals and other permissions, maintaining updated records.
Coordinate responses to notices, grievances, or queries from government agencies, ensuring prompt and accurate replies in compliance with legal and regulatory requirements.
Risk Management & Site Oversight:
Maintain physical oversight of all land parcels to prevent unauthorized encroachments and manage any risks related to land ownership.
Develop risk mitigation strategies to address any potential encroachment or disputes, coordinating with the land team as necessary.
Facilitate updates on compliance issues and manage challenges that arise on site, ensuring minimal disruption to project activities.
Cross-Functional Coordination:
Collaborate with internal teams, including Design, Planning, and Municipal Architects, to ensure that required approvals align with project specifications.
Support construction teams by facilitating the approvals necessary for project execution.
Coordinate between various consultants, partners, and municipal authorities to ensure project timelines and compliance requirements are met.
Regulatory Intelligence & Reporting:
Keep abreast of changes in policies, regulations, and procedural updates from government departments, ensuring the team and internal stakeholders are informed.
Provide weekly updates to senior management and project teams on the status of applications, issues, and actions required.
Implement a structured tracker system to monitor and report the status of all applications and approvals, ensuring transparency across departments.
