Performs highly complex professional administrative and policy analysis work. Work involves conducting organizational studies and evaluations, designing systems and developing procedures, conducting work efficiency studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. May serve a lead worker for professional, technical and/or administrative employees. Work requires extensive contact with high-level executives, managers and governmental agencies. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
· Advises and consults with management on department studies by identifying priorities and defining study scope, purpose, objectives, time frames, and resource requirements.
· Analyzes and evaluates business functions and activities; develops and monitors performance data.

· Develops recommendations for improvement and/or corrective action to standardize or improve current processes or systems
· Investigates and researches new or improved business and management practices for application to agency programs or operations.

· Oversees the assessment of current organizational, procedural, or operational systems for effectiveness, efficiency, and conformance to established guidelines.
· Oversees the coordination of special projects of a non-recurring nature
· Prepares comprehensive technical records and reports to present, interprets data, identifies alternatives; and makes and justifies recommendations.
· Researches and interprets historical, current and projected data to identify problems, causes and areas where procedural or system changes are indicated.
· Research, plans, coordinates and develops programs, projects, activities or procedures to increase productivity, efficiency and streamline operations to improve organizational systems.
· Reviews industry developments and makes recommendations for possible agency application.
· Serves as a project leader.
· Performs other job responsibilities as assigned.
Bachelor's Degree in Business Administration, Management, Communications or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
5 years of experience in business analysis, methods analysis, strategic planning, project management or related function. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Valid driver’s license. This position requires driving a state vehicle.
