Position Details
Title: CAPPS Technology Operations Lead / Enterprise Architect
Ensure the long-term roadmap for systems, data, and platforms supports CPA business goals as the application service provider for the CAPPS Program
Ensure guidelines for solution designs, integration patterns, security, cloud usage, and technical best practices are followed
Review proposed solutions to ensure they fit the enterprise ecosystem and prevent duplication or unnecessary complexities
Provide architectural leadership for digital transformation, cloud migrations, modernization, and large-scale projects
Work with the Managed Services vendor to identify architectural risks such as scalability issues, integration weaknesses, and legacy system constraints
Work with functional analysts, solution architects, developers, security teams, and business units to ensure a cohesive approach
2. CAPPS Technology Operations Leadership
Set a clear vision and direction for the team and drive change and innovation
Serve as the primary escalation point for complex technical issues
Prioritize work and ensure the right things get done first
Delegate work so resources can strengthen their skills and deliver improved services
Communicate clear expectations and deadlines with immediate staff
Oversee and assist with troubleshooting technical issues related to software applications and supporting infrastructure
Coordinate all technical activities for CAPPS between the Technology Operations Team, internal CPA stakeholders, external CAPPS customers, and contracted vendors including CPA IT, CPA Information Security Office, CAPPS Agencies, Managed Services vendor, and software vendors
Lead and assist with special project support as needed
Prepare status and productivity reports for CPA Management on a regular basis
3. WCAG Accessibility Compliance
Ensure all digital products and content meet WCAG 2.1 accessibility standards, maintaining perceivable, operable, understandable, and robust experiences for all users
Regularly review content for compliance and implement updates or remediation whenever accessibility issues are identified
4. Contract Management Oversight
Assist and participate in annual IT control audits related to CAPPS Central applications
Ensure contract data security, user permissions, audit trails, and compliance with organizational and regulatory standards
Perform technical reviews of contract templates, metadata structures, workflows, and automation rules
Work closely with Fiscal Management''s contract managers to identify gaps and optimize contract processes
Oversee technical support related to SLAs, system monitoring, environment analysis, hardware/software evaluation, network troubleshooting, migration paths, coding standards, security standards, and batch scheduling review
Maintain documentation related to architecture, configuration, integrations, and change management
Support reporting and analytics for contract KPIs, compliance metrics, and lifecycle performance
Review and suggest approval for all assigned Technical Deliverables related to CAPPS Architecture, System Development Lifecycle, Disaster Recovery, and Security Plans
Plan and coordinate various technical upgrades including PeopleSoft image, PeopleSoft Fluid, PeopleTools, and other software publisher upgrades
Participate as a technical advisor during procurement cycles for CPA-issued procurements
5. CAPPS Service Desk (BOSSDesk)
Manage and oversee CPA''s CAPPS Service Desk including design, configuration, testing, and software administration support
Required Experience
20 Years – Texas public sector experience, directly working for or supporting a Texas state government agency
20 Years – Experience performing technical activities in support of CPA application systems
20 Years – Experience creating and managing a strategic roadmap by combining strong planning skills, technical insight, and effective cross functional communication
10 Years – Experience serving in a lead role managing outsourced technical teams and overseeing a Managed Services provider
10 Years – Experience preparing materials for and conducting executive-level presentations
10 Years – Experience performing technical project management activities in support of CPA''s CAPPS program
10 Years – Experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable
10 Years – Knowledge of data integration, data quality, and SDLC processes and methodologies
10 Years – Experience in IT security and control practices
10 Years – Technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, Peoplecode, Application Designer, SQL, PS Query, SQR, Application Engine and Oracle 11 or higher
10 Years – Experience with CAPPS Central production and deployment for more than 100 agencies and 5 Hub instances
10 Years – Experience with IT service desk functions and ITIL framework methodologies
5 Years – Designing, delivering, and sustaining a reporting framework for more than 100 agencies
Preferred Experience
20 Years – Experience with software and hardware management industry best practices
20 Years – Experience with CPA''s legacy Statewide Financial Systems production support
10 Years – Experience developing technical specifications to support IT procurements
