Seeking a Business Solutions Analyst to lead and manage business analysis activities for large, complex IT projects in partnership with the IT Project Manager and state resources. The role owns AS-IS/TO-BE process analysis, requirements elicitation and documentation, solution evaluation, and stakeholder enablement across the project and software development lifecycle.
Key Responsibilities
Business Process Analysis & Reengineering
- Perform AS-IS / TO-BE systems analyses to identify gaps, inefficiencies, and improvement opportunities
- Document current-state processes using process maps and swim-lane diagrams
- Capture pain points and limitations via stakeholder interviews and system reviews
- Lead business process reengineering for improved performance and strategic alignment
Requirements Gathering & Documentation
- Conduct stakeholder interviews and workshops to elicit business and technical requirements
- Define and document future-state (TO-BE) system requirements
- Build and maintain the Requirements Traceability Matrix (RTM) for full lifecycle coverage
- Translate business needs into clear, actionable technical specifications
- Support cost-benefit analyses and business case development with data-driven insights
Solution Design & Evaluation
- Document conceptual architecture, security considerations, and technical context of current/proposed systems
- Develop scoring models and evaluation criteria for solution selection
- Assist in developing SOWs and solicitation documents for procurement
- Create data dictionaries; define data conversion/migration requirements for legacy transitions
Stakeholder Engagement & Training
- Serve as a liaison between business and technical teams
- Conduct training sessions and knowledge-transfer workshops
- Review test plans, validate requirement coverage, and support User Acceptance Testing (UAT)
- Collaborate with PMs, developers, and QA teams throughout the SDLC
- Assist in cost estimates for new/modified systems and vendor evaluation matrices
Required (Mandatory) Qualifications
- Minimum 5 years applying analytical processes on IT projects — including at least 3 years in business systems analysis and design
- Bachelor''''s degree (additional qualifying experience may substitute year-for-year)
- All experience must have been completed in the U.S. within the last 10 years
Preferred (Desirable) Qualifications
- 1+ year supporting government IT procurement (procurement planning, scope of work, technical qualifications, evaluation guides)
- CBAP (Certified Business Analysis Professional) or PMI-PBA (Professional in Business Analysis) certification
- 2+ years of process analysis and mapping (AS-IS/TO-BE) / systems analysis
- 1 full cycle (Stages 2–3 on one project) supporting the California PAL process on a large/complex IT project (>1 year, >$5M) — PAL experience on other government projects may substitute
