Lead systems engineering activities supporting Navy logistics enterprise modernization efforts for the F-35 LogIT program, with primary responsibility for requirements development, requirements management, verification, validation, and test engineering activities across the engineering V-model.
Execute end-to-end systems engineering processes including stakeholder engagement, operational needs analysis, requirements elicitation, decomposition, traceability, and verification planning for enterprise logistics IT systems supporting Naval Aviation operations.
Lead and facilitate requirements elicitation sessions with Government stakeholders, operational users, functional SMEs, and technical teams to define and refine system capabilities, interfaces, workflows, and operational requirements.
Develop, maintain, and oversee structured requirements management processes ensuring clear documentation, bidirectional traceability, and alignment between operational needs, system capabilities, and testing activities.
Perform business process analysis and operational workflow modeling to support modernization and integration of Navy logistics and sustainment systems.
Lead development and execution of verification and validation strategies, including test planning, test case development, test procedure execution, requirements verification, defect tracking, and assessment of system performance against defined requirements.
Coordinate systems engineering activities across Agile development teams within a SAFe 6 framework, ensuring alignment between requirements, architecture, implementation, and testing throughout Program Increment execution.
Support system design reviews, solution analysis, and engineering trade studies to improve logistics readiness, asset visibility, maintenance operations, and supply chain effectiveness.
Analyze existing logistics and sustainment processes and translate findings into actionable system and process improvement recommendations.
Provide technical systems engineering expertise supporting integration efforts across Navy, DoD, and contractor organizations.
Support program management activities including engineering planning, risk identification, status reporting, and development of technical briefings and decision-support materials for Government leadership.
Prepare and maintain technical documentation including requirements specifications, interface documentation, test plans, verification reports, engineering analyses, and briefing materials.
Requirements
Bachelor’s degree in Systems Engineering, Engineering, Computer Science, Information Systems, or a related technical discipline.
5+ years of Systems Engineering, Systems Analysis, or IT Business Analyst experience supporting enterprise IT applications.
2+ years of experience performing system requirements development, requirements management, or requirements analysis for enterprise IT systems.
Experience leading requirements elicitation activities with multiple stakeholders and/or conducting business process modeling and operational workflow analysis.
3+ years of experience supporting Navy or DoD logistics enterprise IT systems.
Strong working knowledge of the systems engineering lifecycle and engineering V-model, including requirements management, traceability, verification, and validation processes.
Experience supporting Agile or SAFe development environments and integrating systems engineering practices with iterative delivery methodologies.
Experience with requirements management tools, systems modeling techniques, or structured engineering methodologies.
Strong analytical, organizational, and problem-solving skills.
Demonstrated proficiency with Microsoft Office Suite (Word, PowerPoint, Excel).
Strong written and verbal communication skills, including the ability to communicate technical concepts with Government stakeholders and senior leadership.
Ability to work independently and collaboratively across technical and functional teams in dynamic program environments.
Availability for occasional travel.
Active SECRET security clearance required; must be a U.S. citizen.
