Conduct organizational operations and culture assessments focused on leadership behaviors, decision-making patterns, coordination mechanisms, and execution friction points.
Advise customer leadership on what to do, what to avoid, and where to preserve legacy strengths during organizational transition.
Assess how PMW 160’s current ways of working align with the expectations of a faster, more integrated, digital-first acquisition environment.
Provide subtle, practical, and politically aware recommendations that can be implemented without unnecessary disruption to ongoing mission delivery.
Facilitate senior-level discussions on organizational alignment, stakeholder engagement, communication rhythms, governance, and change adoption.
Identify cultural strengths that should be retained, informal practices that are enabling performance, and legacy behaviors that may impede adaptation.
Advise on organizational operating norms that support speed, accountability, data-informed decision-making, and effective collaboration across portfolio and program boundaries.
Support development of executive readouts, assessment findings, implementation roadmaps, and change recommendations tailored to the customer environment.
Engage with senior government stakeholders in a manner that builds trust, preserves discretion, and translates sensitive observations into usable action.
Provide independent judgment on transition risk, leadership blind spots, and organizational behaviors that may affect execution, morale, or customer alignment.
Requirements
20+ years of experience supporting Navy, DoD, IC, or related national security organizations.
Demonstrated experience advising senior leaders in complex organizations undergoing operational, structural, or cultural change.
Strong understanding of defense acquisition, mission support, program management, or operational environments.
Demonstrated ability to assess organizational behavior, identify execution friction, and recommend practical improvements.
Experience briefing senior leaders and building trust in sensitive environments.
Strong written and verbal communication skills, including executive-level presentation and advisory products.
Ability to operate with discretion, judgment, and political awareness.
Active Top Secret, or ability to satisfy customer clearance requirements.
