L&I DOSH IT Business Analyst - Entry (Internal only)

The State of Washington is hiring an Entry IT Business Analyst for the Department of Labor & Industries’ Division of Occupational Safety & Health (DOSH). The role connects DOSH business operations with technology teams by gathering requirements, coordinating system changes and releases, troubleshooting issues, and helping deliver solutions that support DOSH programs.

Responsibilities:

• Gathering, analyzing, and documenting business and technical requirements
• Working with customers and stakeholders to understand what they need and help determine the best way to get there
• Translating business needs into clear requirements and actionable work for development teams
• Managing and prioritizing work requests and product backlogs based on business needs, risk, impact, and organizational priorities
• Coordinating system releases, testing, quality assurance, implementation, and communications
• Troubleshooting system and data issues and working with technical teams to find solutions
• Identifying risks and unintended impacts when changes to one system may affect other applications or business processes
• Making informed recommendations and decisions, including determining when a solution is ready to move forward
• Working with other L&I divisions whose teams own or support connected enterprise systems to make sure changes work across the larger organization
• Building productive relationships with people who may have different priorities, perspectives, or opinions and finding common ground
• And other impactful work that supports our mission

Requirements:

• Current L&I employee
• The ability to take action to learn and grow

• A Bachelor's degree or higher in Computer Science, Computer Engineering, or other related IT field and three (3) or more years qualifying professional IT experience
• A combination of education and professional IT experience totaling seven (7) years that includes any combination of the following and may have been earned concurrently:
• Three (3) years of progressive Business Analyst, Product Management, or Project Management experience utilizing Agile methodologies to perform elicitation, tracking, and documentation of business requirements, analysis and documentation of technical and functional specifications/diagrams, development of test cases, and management of testing processes
• One (1) year of progressive experience presenting concise, relevant, and well- documented findings and technical requirements that are in alignment with IT standards and best practices plus state, federal, and agency policies and procedures
• Three (3) years of progressive experience leading and facilitating meetings, presenting ideas clearly and concisely, developing effective working relationships, and handling difficult situations involving conflicting ideas/ opinions
• Three (3) years of progressive experience utilizing excellent organization as well as time management skills, with the ability to multi-task and work effectively on simultaneous projects under tight and changing priorities, scopes and deadlines while maintaining a high level of quality and on-time completion
• One (1) year of direct experience creating and managing work items within Azure DevOps
• Certification as a Business Analyst
• Successful completion of business analysis courses that are based on Business Analysis Body of Knowledge (BABOK)
• At least one year of experience managing backlogs using Microsoft Team Foundation Server/Azure DevOps Server
• Business processes related to DOSH enforcement, appeals, consultations, explosives and asbestos licensing, certification, and notification, inspection scheduling, work assignments, cranes licensing and certification, contractor verification, Federal OSHA performance measures and reporting
• Experience as a data steward or data analyst working on data definition, data migration or data cleansing projects
• Experience applying lean principles, user-centered design, change management, or conducting user research and analysis
• Experience using two or more of the following systems and the ability to query, output, input, edit, or update data in these systems: WISHA Information Network (WIN), Labor & Industries Integrated Information System (LINIIS), the agency data warehouse, Cranes Management System in ALiS, Cranes Certifier in Quick Cards, Accounts Receivable and Collections System (ARC), HHF System, Explosives Licensing & Tracking System (ELTS), Asbestos Certification System, Safety & Health Resource Library (SHRL)
