Fractional HR Business Partner

OpExpert Consulting is a fractional HR and executive search firm that helps growing companies build practical, right-sized people operations. The Fractional HR Business Partner will advise managers and the Director of Operations on policy, discipline, documentation, escalation, California compliance, and employee relations. The role includes an initial implementation phase followed by ongoing advisory support, manager training, investigations, and policy maintenance.

Responsibilities:

• Assess current policies, documentation practices, and open employee relations issues
• Build a progressive discipline guide, documentation templates, and an escalation matrix
• Set up a payroll exception workflow covering attendance, missed punches, and meal breaks
• Establish a complaint intake and workplace investigation process
• Identify and prioritize California compliance gaps
• Train managers on documentation and consistent discipline
• Provide on-call guidance to managers and the Director of Operations
• Review final warnings and terminations before they happen
• Conduct or oversee workplace investigations as needed
• Deliver annual California law updates and maintain policies
• Run quarterly spot-checks of personnel files and documentation

Requirements:

• 7+ years of HR generalist or HRBP experience, including at least 5 years supporting California employees
• Experience with hourly or field-based workforces such as home services, construction, trades, or facilities
• Strong working knowledge of California wage and hour law, including daily overtime, meal and rest breaks, final pay, wage statements, and expense reimbursement
• Familiarity with PAGA risk, CFRA, PDL, paid sick leave, and Cal/OSHA requirements (IIPP, heat illness, workplace violence prevention)
• Hands-on experience with progressive discipline, documentation, and workplace investigations
• Experience advising owners and managers at small or growing companies, ideally in a fractional or consulting capacity
• PHRca, SHRM-CP/SCP, or PHR/SPHR certification
• Bay Area experience
• Spanish proficiency
