The Executive Management Officer serves as a special assistant and strategic advisor to the Deputy Assistant Secretary for the Office of Unemployment Insurance Administration. In this role, the incumbent provides executive-level support by managing complex projects, conducting detailed analyses, and coordinating the implementation of initiatives that impact the agency's mission, operations, and strategic objectives. The position evaluates organizational issues, develops recommendations, and oversees the execution of changes to ensure the efficient and effective delivery of unemployment insurance programs and services.

OUIA oversees Louisiana’s Unemployment Insurance (UI) program, which provides temporary financial assistance to eligible workers who are unemployed through no fault of their own. The office manages the full UI lifecycle, including employer tax collection, benefit claims processing, fraud prevention, and appeals.

Examples of duties

Six years of experience in administrative services; OR

Six years of full-time experience in any field plus three years of experience in administrative services; OR

A bachelor’s degree plus three years of experience in administrative services; OR

An advanced degree or a Juris Doctorate plus two years of experience in administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Details:

Serves as the agency's liaison to the Office of Unemployment Insurance Administration (OUIA) and the Technology and Innovation team, coordinating policy, operational, data, and technology initiatives while ensuring compliance with agency priorities and statewide directives.
Assists the Deputy Assistant Secretary in developing, reviewing, and implementing agency policies and procedures, ensuring compliance with applicable laws, regulations, and best practices.
Strategic planning by evaluating agency goals, monitoring performance, identifying emerging priorities, and recommending improvements to align program objectives with the agency's mission.
Represents the agency by delivering presentations and communicating agency initiatives, policies, and programs to stakeholders, professional organizations, and the public.
