Project Manager

IEM is looking for a Full Time – Project Manager to join their team. The role is responsible for managing the execution of complex projects, ensuring alignment with program goals and regulatory compliance, while coordinating cross-functional teams and overseeing budgets and documentation.

Responsibilities:

• Manage day-to-day project operations, ensuring alignment with program goals, timelines, and compliance requirements
• Coordinate efforts across internal teams (compliance, engineering, environmental, finance, construction oversight) and external stakeholders, including subrecipients, beneficiaries, and regulatory agencies
• Monitor project budgets, schedules, and deliverables; prepare regular reports on progress, risks, and performance metrics
• Ensure compliance with applicable federal regulations, including HUD CDBG-DR, NEPA, Section 3, Davis-Bacon, procurement rules, and other cross-cutting requirements
• Oversee the development, review, and approval of key project documentation such as implementation plans, permitting packages, procurement records, and draw requests
• Lead coordination meetings, track action items, and maintain thorough documentation to support transparency and audit readiness
• Support subrecipient and beneficiary performance monitoring to ensure technical and regulatory standards are met
• Assist in identifying risks and implementing mitigation strategies and corrective actions as needed
• Review and recommend approvals for payment certifications and construction change orders
• Participate in audits and reviews to ensure project accountability and compliance
• Foster a collaborative, high-performance work environment focused on accountability, technical excellence, and community impact
• Effectively manage multiple projects and teams under pressure while maintaining attention to detail and regulatory adherence

Requirements:

• Five (5) years of project management experience
• Bachelor's degree in engineering, architecture, project management, or related field
• Fluent verbal and written communication skills in English and Spanish
• Experience coordinating with public sector entities, including municipalities and government agencies
• Proficient in Microsoft Office Suite, Smartsheet, and project management tools
• Willingness to work overtime as needed based on project demands
• PMP certification or PE license
• Familiarity with HUD CDBG-DR program requirements and federal grant management regulations
• Knowledge of energy systems projects, including electrical distribution, generation (e.g., CHP, PV), and battery storage
