Job Summary:
The Civil Engineer I–II Asset Management performs professional engineering work supporting the planning, development, management, and continuous improvement of the City's water, wastewater, and water resources infrastructure assets. The position supports asset management initiatives through engineering analysis, data management, lifecycle planning, condition assessments, and capital improvement planning to promote reliable, cost-effective, and sustainable utility operations.
Working within the Water & Sewer Asset Management and Engineering teams, this position utilizes engineering principles, GIS, asset management software, and data analytics to support infrastructure planning, maintenance strategies, business risk evaluations, and Capital Improvement Program (CIP) projects. Responsibilities include maintaining asset data integrity, performing engineering analyses, developing technical recommendations, and collaborating with internal and external stakeholders to support operational and long-term infrastructure decisions.
The Civil Engineer I performs professional engineering work under the guidance of senior engineering staff while developing technical knowledge and experience. The Civil Engineer II independently performs more complex engineering assignments, manages assigned projects, develops engineering recommendations, and serves as a technical resource for asset management initiatives.
Experience, Education, and Skills:
Minimum Requirements:
All levels:
Valid driver’s license.
Bachelor's degree (four-year degree) from an accredited college/university program in environmental, civil, agricultural, or water resources engineering or closely related field.
One (1) to three (3) years of experience in municipal engineering or related work experience.
Engineer in Training (EIT) Certificate or the ability to obtain one within one year of hire.
One (1) to three (3) years of experience in design, construction, and oversight of water or wastewater projects that includes knowledge of the materials, design methods, and construction techniques used in the design.
Additional requirements to be considered for Level II:
Three (3) to five (5) years of experience in municipal engineering or related work experience to be considered for Level II
Colorado Professional Engineers license.
OR
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,
AND
Possession of a valid driver’s license.
Preferred:
Master’s degree from an accredited college/university program.
Experience with municipal water, wastewater, or water resources infrastructure.
Professional Engineer (PE) license in the State of Colorado
Knowledge, Skills, and Abilities:

Skills in project tracking, data management, reporting, and performance analysis.
Skills in analyzing engineering data, identifying trends, and developing practical solutions to support asset management and capital planning.
Skills in oral and written communication, technical writing, and presenting information to diverse audiences.
Ability to interpret engineering plans, maps, technical specifications, and utility records.

Essential Functions:
Civil Engineer I
Support the development and implementation of asset management policies, procedures, and best practices for the City's water, wastewater, and water resources infrastructure.
Collect, maintain, review, and analyze engineering and asset data to support maintenance planning, asset inventories, and Capital Improvement Program (CIP) projects.
Utilize GIS, asset management software, and engineering applications to update asset information, prepare maps, and support engineering analyses.
Assist with asset condition assessments, lifecycle analyses, business risk evaluations, and infrastructure planning activities under the guidance of senior engineering staff.
Perform technical research and assist in evaluating engineering alternatives for operational and capital improvement projects.
Assist with reviewing engineering plans, utility reports, and development submittals for compliance with applicable standards and City requirements.
Prepare technical reports, presentations, and supporting documentation.
Coordinate with City departments, consultants, contractors, and regulatory agencies to support engineering projects.
Respond to requests for engineering information and technical assistance.
Civil Engineer II
Develop, implement, and continuously improve asset management policies, procedures, and best practices for the City's water, wastewater, and water resources infrastructure.
Lead engineering analyses supporting asset lifecycle planning, condition assessments, business risk evaluations, and long-term capital investment strategies.
Manage and coordinate assigned asset management projects, including data collection, analysis, reporting, project scheduling, and implementation.
Utilize GIS, asset management systems, and engineering software to develop recommendations supporting maintenance, rehabilitation, replacement, and Capital Improvement Program (CIP) planning.
Independently perform technical research, evaluate engineering alternatives, and provide recommendations regarding infrastructure planning and asset management decisions.
Review engineering plans, hydraulic studies, utility reports, and development proposals for compliance with City standards and infrastructure requirements.
Develop reports, dashboards, and data visualization tools that support operational and executive decision-making.
Coordinate with City departments, consultants, contractors, regulatory agencies, and stakeholders on engineering and asset management initiatives.
Present technical information and project recommendations to leadership, boards, commissions, and public meetings as required.
Mentor lower-level engineering staff and provide technical guidance on asset management processes, data analysis, and engineering best practices.
Performs other duties as assigned.

Travel - Standard Local Travel: This position requires occasional local travel within the County. Employees may be expected to walk or drive short distances to attend meetings,
trainings, or perform work at other city buildings or partner sites.
Work Environment:
This position involves a combination of office work and fieldwork. Estimated 70-80% of the time is spent in an office environment, and 20-30% is spent at field sites or project locations.
Office Environment: A standard office environment, which involves working at a desk or workstation for extended periods. The noise level is generally low to moderate, consistent with a typical office setting.
Field Environment: Fieldwork may involve exposure to outdoor weather conditions, including heat, cold, rain, or snow. Work may take place on uneven or rough terrain, near construction sites, traffic or work zones, or in environments with moving machinery and equipment. Noise levels in the field can range from moderate to loud, depending on the project site.
Work may require occasional attendance at meetings outside of normal business hours.
Must follow all City safety policies and wear appropriate personal protective equipment (PPE) as required.
Physical Requirements:
This position requires a combination of office-based work and active fieldwork in a variety of conditions:
Mobility: Requires minimal physical effort typically associated with clerical work, including occasional walking or standing. The ability to move throughout the office or work location is necessary. The ability to walk, bend, stoop, reach, or navigate uneven terrain construction zones, and outdoor environments in varying weather conditions during occasional site visits or field inspections.
Dexterity: Ability to perform repetitive motions for tasks such as typing, writing, and operating standard office equipment. Ability to climb stairs and ladders.
Strength: Ability to lift and carry materials or equipment weighing up to 25 pounds occasionally.
Endurance: Ability to sustain focus and attention necessary for extended periods of data analysis, planning, and reporting.
Vision and Hearing: Sufficient visual acuity to read printed and digital materials, view computer screens, and interpret maps or diagrams. Adequate hearing to participate in verbal conversations, meetings, and virtual communications. Sufficient visual and auditory acuity to assess field conditions, monitor safety hazards, and communicate effectively in potentially noisy environments.
