Technical Project Manager

UST HealthProof is a mission-driven company that transforms lives through technology. They are seeking a highly technical and hands-on Technical Project Manager to lead a team in managing end-to-end networking upgrades for a leading healthcare provider in the US.

Responsibilities:

• Lead and manage the networking upgrade team, ensuring projects are delivered on time, within scope, and within budget
• Develop detailed project plans for networking upgrades, including timelines, milestones, and resource allocation, and ensure successful execution
• Utilize your technical background to understand project requirements and provide technical guidance to the team
• Work as a hands-on technologist when needed, applying technical skills and experience in the development and delivery of upgrade solutions following established methodologies, processes, and practices
• Plan and manage networking upgrades, including data at rest and in motion encryption, DB2 hardware upgrades, and sandbox refactoring
• Assess the impact of upgrades on existing systems and processes, and develop strategies to mitigate any negative effects
• Provide technical expertise in database upgrades, ensuring minimal disruption and optimal performance
• Communicate effectively with stakeholders, including clients, team members, and senior management, to ensure project alignment and transparency
• Collaborate effectively with interfacing projects, navigating solutions to issues with a win-win approach
• Maintain positive and constructive working relationships with all stakeholders
• Identify potential project risks and develop mitigation strategies to ensure project success
• Oversee the quality assurance process, ensuring that all deliverables meet the required standards and specifications
• Foster a collaborative and productive team environment, providing guidance and support to team members
• Ensure comprehensive project documentation, including project plans, status reports, and post-project evaluations
• Identify opportunities for process improvements and implement best practices to enhance project delivery
• Develop and implement training programs to ensure that team members and stakeholders are well-prepared for networking upgrades

Requirements:

• bachelor's degree in computer science, information technology, or a related field
• Strong background and deep understanding of the healthcare industry
• Strong background in data management and data warehousing projects, with familiarity with data warehousing and ETL tools, preferably Ab Initio
• Strong knowledge of project management methodologies (e.g., Agile, Scrum, Waterfall)
• Proficiency in project management tools (e.g., JIRA, Microsoft Project)
• Working knowledge of UNIX systems and databases (e.g., DB2, Postgres)
• Expertise in planning and managing networking upgrades, including data encryption and hardware upgrades
• Ability to assess the impact of upgrades and develop mitigation strategies
• Experience in developing and delivering training programs related to networking upgrades
• Excellent leadership and team management skills
• Strong facilitation skills, driving business experts to decisions and technical teams to solutions
• Strong analytical and problem-solving abilities
• Exceptional written and verbal communication skills

• Minimum 10 years of IT industry experience, including application system design and implementation
• Experience in managing ETL and data warehousing projects
• Experience in the healthcare industry, including knowledge of medical and prescription claims processing, healthcare enrollments, and provider operations
• Experience in managing projects with multiple release streams, including soliciting business priorities, organizing scope into releases, building roadmaps, managing scope changes, and communicating with leadership and technical teams
• Experience in managing projects that handle PHI (Protected Health Information) and PII (Personally Identifiable Information) and sensitive data
• Experience managing technical estimates, including estimation planning and managing the technical team to deliver estimates
• Experience in building a culture of continuous improvement, identifying opportunities for project/program technical delivery improvements, including process improvements, quality management improvements, knowledge sharing/management improvements, collaboration tool improvements, and program reporting tool improvements
• Knowledge of business intelligence and analytics tools such as Cognos or Tableau
• Awareness of security standards in data handling
