Engineering Technician 3 (Development Engineering)

Clackamas County is committed to building a thriving community and is seeking an Engineering Technician 3 to join their Development Engineering team. This role involves performing inspections for development projects, reviewing permit applications, and ensuring compliance with established standards to promote safe and high-quality development in the community.

Responsibilities:

• Perform independent inspections of commercial, residential, and industrial development projects, including preparing punch lists and documenting required corrections
• Process development permits, including commercial, residential, industrial, utility, entrance, and right-of-way permits while ensuring compliance with County standards, Codes, and Statutes
• Provide customer assistance by explaining standards, policies, procedures, requirements, and applicable regulations related to development in Clackamas County
• Track and manage project status, prepare warranty and surety documents, and complete project close-out activities
• Assist in updating County codes and internal processes to improve clarity, consistency, and operational efficiency
• Collaborate with developers, engineers, property owners, contractors, subcontractors, and internal departments during project review, including participation in pre-construction meetings and on-site coordination
• Resolve customer complaints through effective problem solving, communication, and consultation
• Conduct independent inspections of development-related utilities, driveways, and right-of-way work, including preparing punch lists and documenting compliance
• Provide training and technical guidance to lower-level technicians, modeling best practices and supporting their development on assigned tasks

Requirements:

• A minimum of two (2) years of experience performing field inspections for development, construction, utilities, or right-of-way projects to verify compliance with established standards
• A minimum of two (2) years of experience reviewing permit applications, development plans, or technical documents for compliance with codes, regulations, or engineering standards
• A minimum of two (2) years of experience communicating technical or regulatory requirements to contractors, developers, property owners, or customers in a professional setting
• Experience using asset management, permitting, or inspection software (e.g., OpenGov EAM (Cartegraph), Accela, or similar systems)
• Experience conducting inspections or reviews related to utilities, driveways, or right-of-way construction within a public agency or engineering environment
• Experience providing training, mentoring, or technical guidance to team members in a development, construction, or engineering setting
