PeopleSoft HCM Analyst Contract Length: 12+ months
Location: Austin, Texas (telework)
Summary
We are looking for an experienced enterprise HR systems professional with deep functional knowledge of HR/Payroll and Oracle PeopleSoft Human Capital Management version 9.2. This role is focused specifically on the Human Resources tower, supporting Workforce Administration, Recruiting, HR Security, and compliance requirements.
Qualifications/Requirements:
- Deep hands-on experience supporting CAPPS or a PeopleSoft HCM 9.2 environment with a focus on Workforce Administration, Talent Acquisition, and HR Security
- Strong functional configuration skills including table setup, AWE Approval Workflow Engine, PS Query, SAP Business Objects, and PeopleSoft delivered features such as Page and Field Configurator and Event Mapping
- Technical proficiency in Application Designer, Integration Broker, SQR, BI Publisher, and SQL
- Solid understanding of PeopleSoft security models including multitenancy and row-level security
- Experience supporting FMLA compliance including plan configuration, leave type setup, and module integration with Payroll and Time and Labor
- Familiarity with PUM, Change Assistant, Fluid UI, Elasticsearch, and data migration tools
- Experience working within ITIL frameworks, ServiceNow, and SOC-1 audit environments
- Ability to interpret State of Texas HR policies and translate them into system configuration and code modifications
- Texas public sector or state government experience strongly preferred
- Knowledge of NIST, WCAG 2.1 accessibility standards, and Agile or SDLC methodologies a plus
Duties/Responsibilities:
- Serve as the functional subject matter expert for the HR tower including Workforce Administration, Recruiting, and HR Security across a large network of state agencies
- Create and review Functional Design Documents and perform functional configuration changes including table setup, workflow configuration, and module-specific customizations
- Support FMLA compliance by defining plans and entitlements, customizing leave types, and ensuring proper integration with Payroll and Time and Labor modules
- Provide Level 2 service desk support including complex ticket handling, advanced troubleshooting, and clear documentation in coordination with managed services partners
- Investigate and resolve issues involving system integrations, APIs, and dependencies on legacy systems including SPRS and HRIS
- Support cyclic processes including fiscal year-end, calendar year-end, and legislative and federal mandate changes
- Mentor and cross-train junior analysts and deliver training and support to agency personnel
- Participate in disaster recovery exercises, upgrade testing, Major Incident Management, and SOC-1 audit activities
- Ensure digital products and content meet WCAG 2.1 accessibility standards and contribute to a culture of continuous improvement
