The Senior Business Development Manager will lead growth initiatives, develop strategies, and build relationships to enhance the company's market presence and increase contract awards within the Coast Guard and DHS sectors.
Responsibilities:
- Serve as D&G’s primary business development lead for the U.S. Coast Guard and DHS market
- Develop and execute annual account plans and market growth strategies aligned with corporate objectives
- Identify emerging mission requirements, organizational priorities, budget trends, and acquisition strategies
- Develop recommendations regarding market investments, strategic positioning, and capability expansion
- Support corporate growth planning and strategic initiatives
- Develop and maintain trusted relationships with Coast Guard, DHS, and related federal stakeholders
- Engage program managers, contracting officials, acquisition professionals, operational leaders, and technical personnel to understand mission challenges and future requirements
- Conduct regular customer visits and engagement activities to strengthen D&G’s market position
- Represent D&G at industry events, conferences, association meetings, and government forums
- Serve as a trusted advisor and ambassador for D&G’s capabilities and solutions
- Identify, assess, and qualify opportunities aligned with D&G’s strategic growth objectives
- Monitor procurement forecasts, acquisition plans, budget documents, industry announcements, and customer initiatives
- Maintain a robust and qualified opportunity pipeline
- Lead opportunity qualification and prioritization activities
- Support bid/no-bid decisions and pursuit recommendations
- Lead capture efforts from opportunity identification through contract award
- Develop capture plans, win strategies, customer engagement plans, and competitive assessments
- Coordinate pursuit activities across operations, finance, contracts, proposals, and executive leadership
- Develop teaming strategies and support formation of strategic partnerships
- Identify discriminators and competitive advantages that increase probability of win
- Lead pursuit reviews and capture status reporting
- Identify and cultivate relationships with strategic partners, subcontractors, and industry teammates
- Support development and negotiation of teaming agreements and partnership arrangements
- Evaluate potential partnerships that enhance D&G’s market access and competitive positioning
- Expand D&G’s network within the Coast Guard and DHS contracting community
- Conduct market research and competitive assessments
- Monitor customer priorities, acquisition trends, contract vehicle strategies, and competitor activities
- Maintain awareness of emerging technologies, policy developments, and mission initiatives affecting the market
- Provide actionable market intelligence and recommendations to leadership
- Maintain accurate opportunity information within company CRM systems
- Develop and provide regular pipeline updates, forecasts, and pursuit status reports
- Track customer engagements, opportunity milestones, and capture activities
- Support executive leadership reviews and growth planning activities
Requirements:
- Bachelor's degree in Business, Logistics, Supply Chain Management, Engineering, Public Administration, Management, or a related field
- Minimum of 7 years of federal business development, capture management, account management, program management, or growth experience
- Minimum of 5 years supporting U.S. Coast Guard, DHS, DoD, or related federal organizations
- Demonstrated experience identifying, qualifying, and capturing federal opportunities
- Strong understanding of federal acquisition processes, contract vehicles, and competitive procurements
- Demonstrated ability to build and maintain customer relationships
- Excellent communication, presentation, and relationship-building skills
- Ability to travel in support of customer engagement and business development activities
- Active Secret Clearance
- Minimum of 20 years supporting Coast Guard, DHS, DoD, or federal mission support organizations
- Former U.S. Coast Guard officer, senior enlisted leader, civilian leader, acquisition professional, or federal contractor supporting Coast Guard missions
- Existing relationships within Coast Guard Headquarters, Coast Guard Logistics Centers, Coast Guard Systems Acquisition organizations, DHS Components, or related agencies
- Experience supporting logistics, acquisition, readiness, engineering, supply chain management, sustainment, or mission support programs
- Demonstrated success winning opportunities valued at $5M-$50M+
- Experience supporting OASIS+, GSA MAS, DHS contract vehicles, IDIQs, and task order competitions
