Interview Process: One round of camera on virtual interviews. Local candidates may be required to come onsite for interviews. Work Location: Fully Onsite Candidate location: Candidate must be a CURRENT SC, NC, or GA within commutable distance to Columbia. No relocation is allowed.
Required Skills (rank in order of Importance):
3+ Years of Experience in developing and maintaining documentation for core project collateral, training, policies, procedures, and best practices
3+ Years of Project Management Experience with infrastructure, network, or applications projects
3+ Years of Experience with Full Life Cycle Change Management
3+ Years of Experience with PCI, PUB1075, and/or NIST Standards.
Preferred Skills (rank in order of Importance):
Experience as a project manager in Government IT projects
Knowledge of Microsoft products- Windows, SharePoint, Microsoft Project, MS Office, Office 365, Visio
Business/Quality Analyst experience

Scope of the project:
Under general supervision, reporting to STS Management, serves as an experienced Project Manager responsible for multiple infrastructure, cloud-based, information security, and/or application-level projects.
This is a full-time contract position requiring a commitment of 40 hours per week during standard business hours. For the first twelve months the selected candidate is required to work onsite at the designated work location.
This contractor will be one member of a team that is comprised of proven experts in some or all the fields of analysis, research, project management, networking, virtual environments, information security, encryption, network automation, centralized IT management, cloud computing, Microsoft applications, SQL database management systems, end-user support, and applications development or support environments, etc.
Specific Duties and Responsibilities:
1. Serves as Project Manager for specific South Carolina DOR projects and activities; works with SCDOR Security and Technology Services (STS) Management on priorities and timeframes of projects; plans work and schedule for projects; coordinates interaction between interrelated project teams; reviews and assesses progress of SCDOR projects and activities and takes corrective action where necessary
2. Ensures that SCDOR projects are delivered on time, within budget, and according to customer requirements
3. Is required to follow SCDOR s methodology, the Project Management Approach
for The Systems Development Lifecycle
4. Assists Agency management and project stakeholders in information technology planning related to the SCDOR program
5. Clarifies expectations and defines requirements. Directs the work activities and priorities of team leaders, architects, consultants, analysts, and technicians engaged in design, procurement, testing, and implementation of SCDOR projects and activities. Responsible for providing feedback to SCDOR management on staff, assignments, training, development, and performance related to SCDOR.
6. Serves as primary contact person for SCDOR project stakeholders and contractors to resolve day-to-day issues, process change requests and manage schedules for SCDOR projects and activities. Escalates to the SCDOR management and project sponsors any issues, change requests, and schedule impacts.
7. Coordinates with agency management and resources responsible for ongoing maintenance and support of SCDOR components post-implementation as needed for knowledge transfer and for coordination with new SCDOR implementation.
8. Estimates, tracks and reports on costs, including potential hard dollar, and internal SCDOR personnel and contractor hours. Reports regularly to Management and Sponsor as to project status, including project accomplishments, issues, risks, and financials. Serves as project advisor to SCDOR Management, Project Sponsors, and Steering Committee.
9. Documents expected benefits, such as reduction in cycle time, personnel savings, and any hard dollar savings for any enhancement requests other than ones mandated by legislation.
10. Performs other duties and special projects assigned.
