The incumbent will act as a Agile Project Manager for the DOT Transportation Safety Management and Operations (TSMO) Technology Program responsible for guiding cross-functional teams in the iterative development, implementation, and ongoing improvement of integrated Information Technology (IT) and Operational Technology (OT) solutions. This role ensures that these converged systems enhance the safety, efficiency, reliability, and security of transportation networks (e.g., intelligent transportation systems, traffic management, public transit operations). This role will champion Agile principles while navigating the unique complexities and safety-critical nature of transportation infrastructure.
Qualifications
- Project Manager- Plans, organizes and integrates cross-functional information technology projects that are significant in scope and impact.
- Senior- 60 - 84 months: Candidate is able to work independently, without assistance and provides guidance to others. May have an advanced education.
- 72 months of experience in Agile Project Planning and Execution
- 72 months of experience managing projects that involve the integration of Information Technology (IT) and Operational Technology (OT) systems
- 72 months of experience managing projects specifically within the transportation sector (e.g., intelligent transportation systems, traffic management, public transit technology).
- 72 months of experience with Stakeholder Management and Communication by developing and maintaining a stakeholder engagement plan, and completing bi-weekly project status reports
- 60 months of experience with Performance Measurement and Reporting
- 60 months of experience facilitating stakeholder meetings and resolve conflicts among diverse business, technical and security teams.
- MUST hold at least one of these Certifications
- ** Certified ScrumMaster (CSM) OR Professional Scrum Master (PSM)
- ** Project Management Professional (PMP) with an Agile Practice Guide endorsement.
Day-to-Day tasks
- Agile Project Planning and Execution: * Facilitate the creation and refinement of at least 2-3 product backlogs per major initiative, with a minimum of 20 user stories defined and prioritized within the first sprint cycle. * Lead and coach 2-3 cross-functional Agile teams (comprising IT developers, OT engineers, data analysts, and domain experts) through the entire Agile lifecycle. * Ensure the execution of at least 2-week sprint cycles, with a commitment to delivering demonstrable increments of value at the end of each sprint. * Manage and track project progress using Agile tools with daily stand-ups, sprint reviews, and sprint retrospectives conducted consistently.
- Stakeholder Management and Communication: * Conduct weekly stakeholder update meetings with key representatives from Traffic Operations, Maintenance, IT Infrastructure, Cybersecurity. * Develop and maintain a stakeholder engagement plan that identifies at least 10 key stakeholders and outlines their communication needs and frequency. * Provide bi-weekly project status reports to the Program Management team, summarizing progress, risks, impediments, and upcoming sprint goals.
- Risk and Impediment Management: * Identify, assess, and document at least 5-10 potential project risks per initiative, developing mitigation strategies for each. * Proactively identify and remove at least 2-3 impediments per sprint that hinder team progress. * Maintain a risk and impediment log that is reviewed and updated at least weekly.
- IT/OT Convergence Integration: * Facilitate at least 1-2 cross-functional workshops per quarter to ensure seamless integration between IT and OT systems, addressing at least 3-5 key integration points per workshop. * Collaborate with cybersecurity teams to ensure all implemented solutions meet at least industry-standard cybersecurity compliance requirements for transportation infrastructure. * Ensure that at least 90% of technical documentation related to IT/OT interfaces is reviewed and approved by relevant stakeholders.
- Performance Measurement and Reporting: * Define and track at least 3-5 key performance indicators (KPIs) for each initiative, aligned with project objectives (e.g., system uptime, data latency, incident resolution time). * Produce monthly performance reports that analyze KPI trends and provide actionable insights. * Conduct quarterly project reviews with senior leadership to assess overall project health and strategic alignment.
