Global Finclave is seeking a Vice President of Enterprise Project Management to oversee its enterprise-wide project management framework. This role involves managing the company's strategic project portfolio, ensuring high-quality delivery of key initiatives, and developing project management capabilities across departments.
Responsibilities:
- Formulate enterprise-level project portfolio management strategies and annual key project plans in alignment with the company's overall strategy
- Assume accountability for the delivery outcomes, realized business value, and resource efficiency of the company's major projects
- Establish a project prioritization mechanism to ensure that strategic resources are focused on critical projects
- Coordinate project resource allocation and portfolio balancing across various business units
- Establish and refine the enterprise-wide project management system (PMO framework)
- Develop standardized project management processes, standards, and methodologies to ensure consistency in execution
- Oversee the progress, cost, quality, and risk control of major projects
- Drive the development of scalable, standardized, and replicable delivery capabilities for key strategic projects
- Lead major change initiatives, such as company-wide strategic transformations, digital upgrades, and business restructuring
- Coordinate cross-departmental resources to resolve significant obstacles encountered during project implementation
- Identify project risks and execution deviations, and drive the closed-loop resolution of issues
- Ensure that project deliverables are highly aligned with strategic objectives and generate sustainable value
- Lead the enterprise PMO team and key project leaders
- Establish a competency model and a tiered certification system for project managers
- Build a high-performance project management organization and a succession pipeline
- Foster a project management culture that is results-oriented and emphasizes strong execution and collaboration
- Establish project KPIs and a project portfolio performance management system
- Periodically evaluate the execution status and return on investment (ROI) of major projects
- Implement mechanisms for data-driven management and visual reporting of project information
- Provide the Board of Directors or the Executive Leadership Team with progress reports and decision-making recommendations regarding strategic projects
- Serve as the central bridge between strategic execution functions and business units
- Facilitate the efficient implementation of strategic projects across all business units
- Collaborate closely with functional departments, such as Finance, Human Resources, and IT
- Report the status of major projects and provide early warnings regarding potential risks to the Group's senior management
- Establish an enterprise-wide project risk management framework
- Manage and control project budget risks, contractual risks, and execution risks
- Ensure project execution adheres to corporate governance requirements and relevant regulations
- Safeguard the corporate brand, client trust, and return on investment
Requirements:
- Bachelor's degree or higher in Project Management, Business Administration, Engineering Management, or a related field
- 20+ years of experience in project management or general management within large-scale enterprises
- At least 15 years of experience as a head of an enterprise-level PMO or in managing major project portfolios/programs
- Proven experience in successfully leading large-scale strategic initiatives or organizational transformation projects
- A successful track record of accountability for major project budgets or the return on investment of project portfolios
- Enterprise-level project portfolio management capabilities

- Executive-level leadership and decision-making capabilities
- Risk control and complex problem-solving capabilities
- MBA, PMP, PgMP, or equivalent project management certifications
- Experience in project management within a corporate group, multi-division, or cross-regional environment
- Experience with corporate digital transformation or business restructuring projects
- Background in managing international or cross-cultural projects
- Experience reporting directly to the Board of Directors or Group Senior Leadership regarding major projects
