Provide architectural leadership by independently managing the design, integration and viability of application solutions from the architecture phase through delivery, including their operational maintenance.
Coherently integrate all aspects of the solution (business, processes, functional, data, organizational and technical) to ensure a complete response to client needs, requirements and owner directions.
Ensure compliance with the principles, standards and directives established by the organization’s enterprise systems architecture.
Ensure conformity with organizational and governmental IT policies and directions.
Collaborate closely with the team lead to ensure rigorous tracking of work, to report issues, to propose solution options and to contribute to activity planning and prioritization.
Participate in activities according to the Agile methodology, including iteration planning, reviews, retrospectives and daily stand-ups, acting as a key contributor and subject-matter resource.
Respect and support the application of the Agency’s methodological framework (Green Guide derived from the Macroscope MD methodology).
Provide advisory expertise in the preparation of business cases, opportunity studies and any other strategic activity requiring subject-matter expertise.
Analyze, identify and document the impacts related to the implementation of new processes or solutions, including detailed cost-benefit assessments.
Model and document the structure of information systems and integrate the recommended functional solutions into the organization’s overall system architecture.
Support development teams throughout project execution, promoting collaboration and the sharing of best practices.
Ensure the quality, consistency and compliance of deliverables produced by functional analysts.
Perform any other activities required for the project, demonstrating initiative, autonomy and a strong sense of responsibility.

Requirements
Hold a bachelor’s degree in Computer Science or Information Technology requiring at least three (3) years of university study (or the comparative evaluation issued by MIFI for degrees obtained outside Québec); otherwise, possess three (3) additional years of experience beyond the following criteria.
Have eight (8) years of experience in information technology.
Have eight (8) years of experience in the field of functional architecture.
Have accumulated, during the last five (5)* years, five hundred (500) person-days of experience in functional architecture.
Have accumulated two hundred (200) person-days of experience in functional architecture as part of a two thousand (2,000) person-day information technology project in a technological and organizational environment comparable to that of the Régie.
Have at least twelve (12) months of experience, within the last three (3) years, using a recognized development methodology such as Macroscope (Green Guide).
Have at least twelve (12) months of experience, within the last three (3) years, in one or more of the following technologies: Oracle Database; Teradata Database (or equivalent data warehouse system).
Have at least twelve (12) months of experience, within the last five (5)* years, in one or more of the following technologies: Sparx Enterprise Architect or an equivalent architecture modeling tool.
