Conduct licensing processes for new units, including collection of documentation, submission and filing, tracking, and obtaining approvals and permits.
Manage renewal processes for sanitary, environmental, operational and fire department licenses, ensuring units remain compliant.
Monitor inspections with Health Surveillance (Vigilância Sanitária), Fire Department, municipal authorities and other regulatory agencies.
Control expiry deadlines for licenses, technical reports and mandatory documents, ensuring renewals within appropriate timeframes.
Analyze technical, corporate and notarial documentation related to properties and operations.
Evaluate layouts, operational flows and physical structures of units, ensuring compliance with legal and regulatory requirements.
Support processes related to obtaining:
LTA (Laudo Técnico de Avaliação / Technical Assessment Report);
Operating and Location Permit (Alvará de Localização e Funcionamento);
Certificate of Occupancy (Habite-se);
Fire Department Compliance Certificate (AVCB);
Environmental Licenses (Preliminary, Installation and Operation).
Monitor and validate documentation related to:
Solid Waste Management Plan;
Good Manufacturing Practices (GMP / BPF
Boas Práticas de Fabricação);
Good Practices Manual (MBP);
Standard Operating Procedures (SOPs / POPs
Procedimentos Operacionais Padronizados);
Technical and environmental reports.
Interface with law firms, consultancies, suppliers and public agencies for regulatory matters and approvals.
Ensure organization, updating and control of physical and digital documents related to licensing.
Requirements
Bachelor’s degree in Architecture, Engineering, Business Administration, Law, Environmental Management or related fields.
Solid experience in licensing retail/fast-food operations, store expansion and renewal of regulatory licenses.
Knowledge of urban planning, sanitary and environmental legislation, AVCB/PPCI, operating permits and notarial processes.
Experience interacting with public agencies, municipal authorities, Health Surveillance and the Fire Department.
Proficiency in Microsoft Office, especially Excel, for tracking deadlines, documentation and indicators.
Experience with document management systems, license control and tracking regulatory processes.
Ability to read and analyze architectural drawings, operational layouts and technical documentation.
Ability to manage multiple processes simultaneously, strong organizational skills, negotiation and assertive communication.
Analytical, proactive and resilient profile with focus on meeting deadlines and ensuring legal compliance.
Preferred certifications/courses in Environmental Licensing, Health Surveillance, Regulatory Compliance, Project Management (PMI, Scrum or equivalent) and Fire Safety.
Knowledge of municipal, state and federal legislation applicable to licensing and commercial operation.
Knowledge of urban zoning and planning parameters for approval of construction and operation of drive-thru facilities.
Mastery of sanitary and environmental standards applicable to the food sector.
Experience with approval processes before Health Surveillance, Fire Department and environmental agencies.
Knowledge of notarial procedures and property documentation.
Experience obtaining and renewing permits and licenses.
Experience interfacing with public authorities and inspectors.
