Provide expert guidance and produce reports related to budget and financial activities for the component.
Support budget formulation, execution, and financial reporting activities for Intelligence Community programs and components.
Develop and monitor spend plans, financial commitments, obligations, expenses, and execution tracking.
Prepare, process, verify, and certify financial transactions and payments with accuracy and compliance.
Generate budget reports, funding summaries, briefs, talking points, and other financial communication materials for stakeholders and interagency forums.
Assist in developing budget submissions, fiscal guidance, implementation schedules, and Congressional Budget Justification Book (CBJB) inputs.
Conduct budget analysis, portfolio reviews, financial data calls, and expenditure forecasting to support strategic decision-making.
Collaborate with government stakeholders, USG/IC partners, and cross-functional teams to align financial plans with organizational priorities.
Track interagency agreements, congressional legislation, undelivered orders, and financial impacts to ensure effective fiscal oversight.
Develop and improve Standard Operating Procedures (SOPs), training materials, and process enhancements to increase operational efficiency and accountability.
Participate in the full Intelligence Planning, Programming, Budgeting, and Evaluation (IPPBE) lifecycle, including investment strategy and resource optimization efforts.
Requirements
Current and active TS/SCI Clearance with Counterintelligence (CI) Polygraph.
BA degree and 12 – 15 years of prior relevant experience or Master’s degree in a pertinent field (such as Finance, Accounting, or Economics) with 10 – 13 years of prior relevant experience.
Minimum of 7-10 years working in government budgeting, with 3-5 years in the Intelligence Community.
Proven expertise of government budget execution activities and familiarity with the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE).
